M5 Junction 10 Improvements Scheme: PLANNING ACT 2008 SECTION 56: NOTIFYING PERSONS OF ACCEPTED APPLICATION

PROCEDURE) REGULATIONS 2009: REGULATION 8

THE INFRASTRUCTURE PLANNING (ENVIRONMENTAL IMPACT ASSESSMENT)

We are writing to you with regards to our M5 Junction 10 Improvements Scheme (the ‘Scheme’). The Scheme’s aim is to remove current constraints on the highway network, improve connectivity between the Strategic Road Network and the local transport network, and ensure there is enough capacity to accommodate traffic demand associated with planned housing and employment growth in the area. The Scheme also aims to provide safe access to services for the local community and for active travel users, as well as establishing biodiversity net gain and meeting climate change requirements.

The Scheme will deliver:

  • Improvements to M5 Junction 10.
  • A new road linking Junction 10 to West Cheltenham.
  • Widening of the A4019 Tewkesbury Road.

Gloucestershire County Council (GCC) is seeking a Development Consent Order (DCO) for the Scheme under the Planning Act 2008 (the ‘2008 Act’). This legislation requires GCC to make an application to the Planning Inspectorate (‘the Inspectorate’) for a DCO to obtain the consent we need to build the Scheme.

The Inspectorate received GCC’s application for a DCO on 19 December 2023. This application was accepted for examination by the Inspectorate (on behalf of the Secretary of State) on 16 January 2024. We are writing to you because it is a requirement for us to notify you of an accepted application.

Further information regarding the availability of the DCO application documents and where you can view them is included in the enclosed Section 56 notice.

Any person may make representations on the application to the Secretary of State (that is: giving notice of any interest in or objection to the application). Details of the way in which representations must be made are included in the enclosed Section 56 notice.

Representations must be received by the Inspectorate no later than 11:59pm on 22 March 2024. Please note that any representations submitted to the Inspectorate will be published on the National Infrastructure Planning website for the application.

Additional targeted consultation on further proposed changes to our scheme design.
The additional targeted consultation period will be 29 days, from 00:01hrs on Monday 8
August 2022 until 23:59hrs on Monday 5 September 2022. This targeted consultation will
be for relevant prescribed consultees and Persons With an Interest in Land.
